Professional:
Mr. Judge was admitted to practice in
New Hampshire in 1983, in Massachusetts in 1982, before the U.S. Court of
Appeals for the First Circuit in 1995 and before the United States Supreme
Court in 1996. He has also practiced before the New Hampshire Public
Utilities Commission and the Federal Energy Regulatory Commission.
He served as Acting Attorney General for New Hampshire
from December 2002 to March 2003 and was responsible for the enforcement
of all criminal laws and the civil representation of the Governor, the
Executive Council and all state agencies. During his 19 years in the
Attorney General’s Office, he was Chief of the Civil Bureau, Director of
Civil Litigation, Associate Attorney General responsible for supervising
the Division of Legal Counsel and, in 2001, he was appointed Deputy
Attorney General by the Governor and Executive Council.
He has served as a member of the Judicial Council, the
N.H. Supreme Court Standing Committee on Character and Fitness, the Fire
Standards and Training Commission and the Police Standards and Training
Council.
Mr. Judge successfully defended medical malpractice and
federal civil rights actions in jury trials in state and federal courts.
He has handled over twenty appellate cases in the New Hampshire Supreme
Court, the First Circuit, and the United States Supreme Court including Sirrell
v. State, an expedited appeal to the New Hampshire Supreme Court that
reversed a trial court order that the state repay $850 million in taxes.
He has taught trial practice courses in New Hampshire and for the National
Association of Attorneys General.
From 1997 through 2000, he was chief counsel to the
state team that restructured the electric industry in New Hampshire,
forging favorable settlements with Public Service Company of New
Hampshire, the New Hampshire Electric Cooperative and Granite State
Electric.
He represented the Attorney General before the
legislature, testifying in front of numerous house and senate committees.
In addition, he attended meetings of the Governor and Executive Council
and provided advice about legal issues relating to the administration of
the state.
Prior to joining the Attorney General’s Office in
1984, the New Hampshire Superior Court selected him to be a law clerk in
1982 and he was selected to be the senior law clerk in 1983.
Other Activities:
Mr. Judge was appointed
by Governor Benson and the Executive Council in 2003 to a commission tasked by
the New Hampshire Legislature with recommending changes to the state's
right-to-know law, in light of advances in computer technology. The
duties of the Right to Know Study Commission, by the terms of its enabling
legislation, ended in October 2004 when it filed its final
report. The Commission was renewed in 2005 by
an act of the New Hampshire Legislature (House
Bill 41) as a five-year oversight commission. Mr. Judge was
appointed to the new commission by Governor John Lynch and the Executive Council,
effective July 13, 2005.
