The purpose of this material is to assist educators in understanding the State’s legal response to the problem of bullying in our public schools, and to provide tips regarding who the law considers to be a bully, what districts can do about off-campus bullying, including cyberbullying, and liability for the actions of bullies. This material includes a detailed discussion of House Bill 1523 (2010), which would make substantial revisions New Hampshire’s Bullying law.
